Learning a language actually consists of 4 skills: reading, writing, listening and speaking. They are of course closely related, but depending on what you want to do with the language you are learning, you will not need to become perfect in all 4.

Here I am on about speaking more fluently. My method is learning to speak by reading aloud. This advice works for me since years and is my way of keeping several languages alive.

1. Stay away from textbooks from school :-)
they spoil the fun you might still feel with learning a language!
And they do not (at least all the ones I know) teach you real life conversation or everyday language.

If you are not currently following a course in class, leave your textbooks aside for a while and turn to "real" reading stuff. If a newspaper via internet is too difficult, try to get hold of children's books. E.g. check your local library or amazon for books from the author Roald Dahl in the language you are learning. His stories are considered teenage reading. They have been translated into many languages, are not complicated language and fun to read.

2. Reading aloud:
If you want to speak a language, this is the way to exercise. Don't worry about your accent. Nobody is listening :-) Get past the fear of speaking at all. And at the same time you will memorize phrases, i.e. how to speak all words in their common context.

Any text will be OK to read out loud for training. I mean speaking really loud! Maybe you turn the radio/TV/CD-player on extra loud so nobody can hear you and laugh or ask funny questions. By the way, did you know how the ancient greek philosophers trained their voices for lengthy discussions? They went to the beach when the seawaves came really roaring in and tried to argue louder than the noise of the sea :-)
