I just spoke with my scholarship advisor.  昨日、私は奨学金アドバイザーと話しました.

She said that it is possible for beginner Japanese learners to get the scholarship, but she agreed that it is better if the intermediate level is reached.  

My Fulbright mentor, Reid Pryzant, who won the Fulbright Japan scholarship for 2017-2018, was at the beginner level when he applied, and encouraged me to try.  

 

Here is my plan for now:  私の計画はこれです:

I will study Japanese at a Foothill College, since I'm already graduated.  この夏、私はFoothill大学校に日本語お勉強します、卒業生から。

Also, I will start preparing my Japanese research proposal.  また、日本語の研究提をします。

If by September, I can produce an advanced level research proposal and reach beginner level Japanese, I will continue to apply.  九月に、私の日本語は初心者レベルと日本語の研究提は上級レベルなら、今年にFulbright 奨学金を申請すます。

Or else, I will apply next year.    でも、それができない場合、来年に申請すます。
