Problem statement The issue of “Europe’s decline” obtained second wind nowadays. Presently the idea of degeneration and death of the “Old World” in Russia hardly became the part of state ideology. Concerning this idea it is amusing to find links to Oswald Spengler, who allegedly believed that in place of faded European culture coming “Awakening Russian-Siberian Civilization” Unfortunately, I failed to discover something about “The light coming from the East” even from Spengler, apart from this Characteristics of Bolshevism: “Indeed this is a Tatar absolutism, inciting and exploiting the world, without noticing boards, which is careful, artful, ruthless, using death as daily way of direction, at any time ready to advance other Genghis Khan to conquer Asia and Europe (“Years of Decision” 1933).
