INTRO

Ladies and gentleman, welcome to the preliminary meeting of the COP24.

We are all here to discuss about different points before the official meeting, which will be hold in December.

Today, several objectives have to be done.

• First, we have to take decisions to ensure the complete and total implementation of the Paris Agreement in all the countries that have signed this agreement.

• Then, by this meeting, the aim is to examine the collective undertakings made by each of you, in efforts to reach the objectives agreed in Paris.

For each presentation, a round table will be done to debate and vote on the recommendations made. Only 2 of them will be kept

at the end.

And as far as we are the host country, in the event of a tie, Poland will have the deciding vote.

• Finally, as far as Poland is also concerned about those issues, we will present you how we can become carbon neutral, by introducing our different plans for Poland.

Those plans will be presented by Mr. Michal Kurtyka, Secretary of State of the Minsitry and environment, and also, myself.

And then, it is time to put things into practice !

The second project to reduce emissions of pollutants is called 'Clean Air program

According to scientific surveys, Poland has the worst air quality among all European countries. This is mainly due to old public buildings in the cities. 

As a matter of fact, those buildings were built centuries before, and their structure do not provide an efficient and optimal isolation, which means that there are heat leaks.

Those leaks cause an additonal energetic cost when the residents turn on the heating in winter, or even when they want to cool down their house when the weather is hot.

Thermo-modernization would be applied to public buildings, that is to say, they would receive a better isolation to prevent heat leaks. They would consume less energy to get the same results

in terms of heating/refreshing.

Thereby, they wouldr reject less pollutants. 

This project is one of the most costly to extablish, with a budget of 103 billion PLN.

Funds will be collected among citizens via a particular tax, but this tax can be minored if they spend a part of their incomes into modernize their own housing.

The second and final aim of Poland is to reduce pollutants quantity that are already in the atmosphere acting on forests.

First, here are some facts about Poland's forests :

9 out of the 31 million ha of Poland are covered in forests, with multiple national parks such as the Bialowieza National Park, one of the few parks included in the Unesco list, thank's to its biodiversity reserve policy.

This proportion of forest area has inscreased by half a million ha in the last 20 years.

7.6 million ha of these forests are managed by the State, the remaining being owned by individuals.

7 million ha of these forests are being treated according to Forest Stewarding Counsil's exploitation proceedings, making this exploitation sustainable and proving our

belief in sustainable and ecologically-sound forest management. 

This is the 5th biggest area in the world treated according to FSC's exploitation proceedings.

Morever, forestry sector is an important sector of the polish economy.It provides around 2% of the Gross Domestic Product (the monetary value of all the finished goods and services produced)

and offers direct and indirect employment to thousands of people in the forest and wood industry.

 

4. By acting on forests with the Forest Coal Farms project, Poland will improve the land, the air, the employment rate, which means its green economy. It consists of 2 steps :

A. Replacing old trees by young trees that are more efficient to absorb CO2.

B. Then, reusing ash stemming/ derived from coal consumption.

This waste product will no longer be called as wasted, when used as a glue, to instead of some aggregates used to join roads components.

 

By those different ideas, this is how our country tend to be carbon neutral
