I wasn't quite sure what the meaning of speak up. Actually, I knew that only for speaking loudly. There have another that is speaking openly and without fear. I think I can use them situation like when I want to hear from someone who I want to get more informations but who don't really talk to much. I think I can use them if it isn't public situation.
