George W. McCarthy in his article titled "Toward a Theory of Urban Evolution" recognized the lack of development in the scientific approach to cities. He also describes how Evolutionary Theory can lead to a better understanding of urban phenomena in order to increase their resilience and adaptability. In the first part of the article, McCarthy makes reference to the academic work of Lewis Mumford named " What is a city?" in 1937 to prove the lack of advancement in Urban Evolution Theory.
